The Socialist Equality Parties of Britain and Germany call for a “No” vote in the Irish referendum on the European Union’s Lisbon Treaty on Friday, October 2.

Nothing has changed in the Lisbon Treaty since it was last rejected by Irish voters on June 12, 2008. It remains what it always was—the European Union’s contemptuous manoeuvre in response to the 2005 plebiscites that saw French and Dutch voters reject the proposed European Constitution.

Designed to consolidate a political, trade and military bloc to advance the interests of Europe’s imperialist powers worldwide, the constitution promoted the further privatisation of social services and the break-up of residual labour protection across the continent.

It was thrown out by the working populations of France and the Netherlands, who correctly identified it as hostile to their interests. But its essential aims were reintroduced in the guise of a treaty, on which only Ireland is constitutionally obliged to hold a referendum. Outside of Ireland, some 490 million people within the EU have had no say on the treaty, which has been ratified behind their backs by parliamentarians and heads of state. Only last week, while national elections were still underway, German President Horst Koehler signed a law ratifying the treaty.

Ireland’s own ruling elite is no better. Lisbon was rejected by 53 percent to 46 percent in 2008, but its supporters in all the major Irish parties, media and business, have determined that they will keep going until they get the result required.

The entire experience testifies to the fundamentally undemocratic character of the treaty and the EU itself, and confirms the need for the working class to oppose it.More

But mental health campaigners called for it to be published immediately so that lessons could be learned. Charity Sane said delay would cause further distress to the victims’ families. Chief executive Marjorie Wallace said: “We are surprised that what should be a transparent, public, independent inquiry should apparently be delayed for no given reason, raising concerns about how disturbing the findings may be.”

The judge who jailed Bryan, now 39, described him as “uniquely dangerous”. The mental patient from Forest Gate had spent time in a secure hospital after killing his first victim, 20-year-old shop assistant Nisha Sheth, in 1993.

But he was released in 2001 after applying to a mental health review tribunal. Bryan was allowed to live as a “care in the community” outpatient but was taken back onto a ward at Newham Centre for Mental Health.

It was there he was assessed by social worker Roland Silcott who wrote to the Home Office saying he was “no longer a danger”. In February 2004, Bryan was told he could have as much leave as he wanted just hours before he went to Mr Cherry’s flat and killed him.

Health of the nation: Dirty mops propped up next to a filthy food trolley in an NHS hospital

Filthy NHS wards are being plagued by pests – with maggots found in slippers and rats in maternity units, it was revealed last night.

Hospitals are so dirty that pest controllers were called out to 20,000 infestations in the past two years.

Experts warned that the appalling levels of hygiene added to the danger to patients from the deadly superbugs MRSA and C.diff, which multiply in the same environments as pests.

Official figures obtained by the Tories show that 80 per cent of NHS trusts reported problems with ants, 66 per cent with rats and 77 per cent with mice.

Cockroaches were reported at 59 per cent of trusts, biting insects or fleas at 65 per cent, and bed bugs at 24 per cent.

There were infestations of maggots at a further 6 per cent of trusts. And many of the pests were in clinical areas.
